[Tx] Telling CEO They are Losing the Employees

Any HR leaders here have advice on delivering a message to a newish CEO that employees are starting not to trust what the CEO says?

Over the last year our CEO has started to majorly lose the trust of office staff, Ops staff hasn't really been affected. The employees are looking straight at the CEO not executive leadership.

The main drivers seem to be, the CEO speaking out of both sides of their mouth, telling people to get out if they don't like change, and lack of being genuine.

I have failed in the past to deliver messages effectively, because I trigger ego or defense mechanisms from CEO and they tune out or jump to lazy employees.

I need help and would love any advice people have.
