Is it normal to be lonely in HR? [Canada]

I have been in HR for around 5 years as an HR generalist.

Throughout my career, across different organizations, I have always worked in a team of two.

It's always just me with an HR manager, but I never feel like a team. The HR manager is busy with senior leadership and I'm left to my own devices.

In my current role I feel isolated and alone, my manager has found a team with upper management and has forgotten I exist. We barely interact or collaborate.

Even though I'm responsible for everything HR and payroll related for 450 employees I feel like a glorified admin assistant. My manager shares nothing with me and discusses nothing with me.

Is this normal? Have I been unlucky in my career thus far or am I asking for too much?
