I posted yesterday for a Fire Chief for the small city I work for. Maybe it's the menopause, but after about 20 completely unqualified in every way resumes, I started sending a message asking them to explain over IM how they meet the qualifications.

I understand applying to a role you're *mostly* qualified for.
I get shooting your shot on a role in another state even though they say no relo.
I don't understand applying to be the effing chief of fire and you have never fought a fire.
